SUMMARY:

The WIC Certifier will play a pivotal role in promoting health and wellness within the community. In this multifaceted position, you will have the opportunity to positively impact the lives of individuals and families by providing essential nutrition services through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), as well as supporting efforts aimed at addressing various public health concerns.

Under the supervision of the STOI Social Services Director, the WIC Certifier will be responsible for delivering nutritional support and services to Women, Infants, and Children ages 5 and under. This position will also assist in implementing community-based health initiatives, working closely with other community programs to deliver services and support health objectives aimed at promoting overall public health and wellness. The incumbent reports to the Social Services Director and collaborates with community partners and stakeholders to ensure effective program delivery and achievement of health goals.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Certifies clients for WIC program eligibility through Nutritional Assessment, using federally mandated assessment questions to determine qualifying risk factors.
  • Prescribes individually tailored food packages for clients.
  • Provides basic health education such as basic nutrition, education, avoidance of harmful substances during pregnancy, basic lactation education, basic tobacco education, education on community resources, and other similar topics.
  • Schedules WIC clients for appointments and provides telephone communication with clients, including reminder of appointments, missed appointments, and follow-up appointments.
  • Provides and documents basic WIC services.
  • Implements federal and state WIC program policies.
  • Cultural Sensitivity and Competence: Demonstrates proper use of communication tools/materials for effective communication and understands how the culture(s) of patient populations can affect communication, collaboration and the provision of care, treatment and services.

  • Must have a valid Washington State Drivers’ License, good driving record and be tribally insurable.
  • Must be computer literate for maintaining statistics, report writing, correspondence and developing presentations.

INTRODUCTION:

The Spokane Tribe of Indians Social Services Department works to support the health, safety, and well-being of Spokane Tribal families through culturally responsive services, advocacy, and community partnerships.

The Social Services Coordinator provides administrative and programmatic support to the Social Services Department under the supervision of the DCFS Director. This position assists in coordinating department activities, supporting foster care recruitment and licensing efforts, and helping community members navigate social service systems and resources.

The Social Services Coordinator plays a key role in strengthening services for Spokane Tribal members by assisting with program coordination, community outreach, and helping individuals access benefits and resources such as disability, unemployment, and other social assistance programs.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Assist with recruitment of foster homes within the Spokane Tribal community and surrounding areas
  • Support the foster care licensing process in coordination with the Child Placing Agency.
  • Maintain foster parent files and assist with documentation required for licensing and renewals.
  • Coordinate foster parent trainings, meetings, and recruitment events.
  • Assist with outreach efforts to increase the number of foster homes for Spokane Tribal children.
  • Maintain ICWA documentation and filing systems.
  • Provide administrative support to the Social Services Department

INTRODUCTION:

The Family Violence Program (FVP) Manager leads the program that helps survivors of domestic violence, sexual assault, dating violence, stalking, trafficking, and elder abuse. This person manages staff, oversees grants, keeps the program running according to state and federal laws, and works with courts and community partners. The Manager also helps create public education efforts and represents the Tribe at local, state, and national meetings.

 

MAJOR DUTIES AND RESPONSIBILITIES:

  • Provide leadership and day-to-day supervision for FVP staff and volunteers; help with hiring, coaching, and performance reviews.
  • Create and update plans, policies, and procedures to follow laws like FVPSA, VAWA, VOCA, and tribal rules.
  • Manage a program budget over $500,000; ensure grant funds are used properly and reports are submitted on time.
  • Write grant applications, submit updates, and track progress in online grant systems.
  • Lead program improvement efforts using outcome data from federal and tribal reports.
  • Coordinate meetings and teamwork between courts, law enforcement, probation, healthcare, and social services.
  • Make sure survivors always have access to crisis help, legal/medical support, shelter, and culturally based healing services.
  • Lead education and prevention campaigns about healthy relationships and respect for Tribal values.
  • Protect survivor privacy and make sure all data sharing follows legal rules.
  • Represent the Tribe in state and national coalitions and speak up for Native survivor needs.
  • Prepare plans to keep services running during emergencies like natural disasters or pandemics.
  • Be on call during nights, weekends, or holidays to support staff and step in during major emergencies.
  • Do other work as needed to support survivor safety, healing, and Tribal public health.

 

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Deep understanding of how violence affects Native communities and families, including trauma from the past.
  • Strong knowledge of Washington DV laws, federal grant rules, and DV Housing First practices.
  • Skilled in managing grants, creating budgets, and handling program money responsibly.
  • Able to use data and statistics to measure success and improve services.
  • Leads with compassion and supports staff wellness and growth.
  • Good at writing and speaking to different groups like grant funders, Tribal Council, and community members.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in social work, psychology, social science, criminal justice, or a related field. OR at least 1 year of experience in domestic violence programs or related field.
  • Experience managing staff and programs, including budgets.
  • Complete 20-hour WA State Domestic Violence training and 30-hour Sexual Assault training within 12 months of hire.
  • NACP Advanced or Supervisor-level certification (or eligible within one year).
  • Valid Washington driver’s license and able to travel in and out of state.
  • Able to pass a background check and drug screening.

 

PREFERRED QUALIFICATIONS:

  • Master’s degree in Social Work, Public Health, Non-profit Management, or related field.
  • Licensed Clinical Social Worker, Mental Health Counselor, or other clinical license.
  • Certified in grant or project management (e.g., CGMS, PMP, CNAP).
  • Experience writing and managing federal DV/SA grants (like FVPSA or VOCA).

The David C. Wynecoop Memorial Health Center is a small, patient-centered health center committed to delivering compassionate, highquality care to our community. DCWMHC is seeking a reliable, detailoriented Staff Accountant that will be Responsible for daily reporting functions. This position evaluates, summarizes, reconciles, adjusts, and/or reclassifies accounting data to provide timely and accurate financial reporting; maintains financial records in accordance with established procedures. 

 

 

Essential Duties & Responsibilities 

 

  • Follows GAAP and GASB to compile, analyze, evaluate, and summarize accounting and financial data from operations to prepare daily, weekly, bi-weekly, monthly, and annual journal entries to the general ledger and sub-ledgers. 
  • Prepares and reviews financial documents, reports, and statements. 
  • Responsible for all accounting procedures, inclusive of calculations of various tax returns, month-end and year-end closures and advise on general financial matters. 
  • Reconciles, adjusts, and/or reclassifies accounting and financial entries as needed. 
  • Maintains detailed listings and schedules of contents of all balance sheet accounts through monthly account reconciliations and is responsible for daily and monthly bank account reconciliations. 
  • Assists in the preparation of financial statements and management of operating reports. 
  • Maintains a master list of monthly journal entries. 
  • Prepares and manages accruals and accrual reversals. 
  • Ensures recurring entries are updated or terminated at appropriate trigger points. 
  • Notifies the CFO of any potential threats or delays and researches and resolves discrepancies. 
  • Assist in special projects as required by Management. 
  • Must adhere to customer service standards by providing excellent customer service. 
  • Maintains confidentiality in accordance with HIPAA and in all aspects of work and complies with all applicable tribal, federal, or state laws and procedures.

MINIMUM QUALIFICATIONS:

  • Requires a Master’s degree in Nursing (MSN) or Doctoral degree in Nursing (DNP) from an accredited college or university.
  • Ability to obtain and maintain appropriated Board certification and licensure with the State of Washington.
  • At least one (1) years of experience as Nurse Practitioner in outpatient setting.
  • Must have or be able to obtain proper licensure and registration for the prescription and dispensing of narcotics and controlled drugs.
  • ACLS certification required or ability to obtain within 90 days of employment.
  • Must be eligible for malpractice insurance.
  • Current and valid Washington State driver’s license in good standing with no insurability issues as determined by the Tribe’s insurance carrier is required.
  • Required to accept the responsibility of a mandatory reporter of abuse and neglect of infants and children, people who are elderly or dependent, individuals with mental illness or development disabilities or residents of nursing homes and other health care facilities.
    • This includes reporting any evidence of physical injury, neglect, sexual or emotional abuse or financial exploitation.

 

Must provide documentation of immunity to measles, and rubella, or become vaccinated with the recommended vaccines and hepatitis B vaccine Must test for Tuberculosis (TB) at time of hire and per the National Centers for Disease Control (CDC) guidelines as required. Must have an annual health exam and a flu immunization and Coronavirus Disease (COVID-19) vaccination or exemption as required.

JOB SUMMARY:

This culturally relevant, tribal managed program will coordinate medical services with the Indian Health Service (IHS). The Personal Care Program will provide individuals residing on the Spokane Tribe of Indians Reservation located in Steven’s County with services in daily living activities care and supervision, medical assistance; and provide referral information for other licensed home Health Care facilities in the service area.

 

MAJOR DUTIES:

Incumbent will provide basic and advanced personal care services to eligible elderly and developmentally delayed individuals residing on the Spokane Indian Reservation in the areas of:

 

  1. PERSONAL HYGIENE means assistance with care of hair, teeth, dentures, shaving filing of nails, other basic personal hygiene, and grooming needs. Personal hygiene includes supervising client when performing grooming tasks for consumer when unable to care for own appearance.
  1. DRESSING means assistance with dressing and undressing. Dressing includes supervising and guiding consumer when consumer is dressing and undressing, assisting with difficult tasks such as tying shoes and buttoning, and completely dressing or undressing consumer when unable to participate in dressing or undressing self.
  1. BATHING means assisting consumer to wash self. Bathing includes supervising consumer to bathe self when guided, assisting consumer with difficult tasks such as getting in or out of the tub or washing back, and completely bathing the consumer if totally unable to wash self. Bathing will also include giving the consumer a bed bath when bathing in the tub is not a feasible alternative.
  1. EATING means assistance eating. Eating includes supervising consumer when able to feed self if guided, assisting, with difficult tasks such as cutting food or buttering bread, and feeding the consumer when unable to feed self.
  2. TOILETING means assistance with bladder or bowel problems. Toileting includes supervising the consumer when able to care for own toileting needs if guided, helping consumer to and from the bathroom, assisting with bedpan routines, diapering and lifting client on and off the toilet. Toileting may include performing routine peri/colostomy/catheter tasks, for consumer when consumer is able to supervise the activities.
  3. AMBULATING means assisting the consumer to move around. Ambulating includes supervising the consumer when walking alone or with the help of a mechanical device such as a walker if guided, assisting with difficult parts of walking such as climbing stairs, supervising the consumer if the consumer is able to propel a wheelchair if guided, pushing the wheelchair, and providing constant physical assistance to the consumer if totally unable to walk alone with mechanical device.
  4. TRANSFER means assistance with getting in and out of bed or wheelchair or on and off the toilet or in and out of the bathtub. Transfer includes supervising the consumer when able to transfer if guided, providing steadying, and helping the consumer when consumer assists in own transfer. Lifting the consumer when consumer is unable to assist in their own transfer requires specialized training.
  5. POSITIONING means assisting the consumer to assume a desired position. Positioning includes assistance in turning and positioning to prevent secondary disabilities, such as contractures and balance deficits.
  6. SELF-MEDICATION means assisting the consumer to self-administer medications prescribed by attending physician. Self-medication includes reminding the consumer of when it is time to take prescribed medication, handling the medication container to the consumer, and opening the container.
  7. BODY CARE means assisting the consumer with exercises, skin care including the application of ointments or lotions, changing dry bandages or dressing not requiring professional judgment. Body care excludes foot care for consumers who are diabetic or have poor circulation. Body care excludes changing bandages or dressing when sterile procedure are required. Provision of body care tasks is limited. The consumer must be able to supervise the provision of these tasks.
  8. TRAVEL TO MEDICAL SERVICES means accompanying or transporting the consumer to a physician’s office or clinic in the local area to obtain medical diagnosis or treatment.
  9. ESSENTIAL SHOPPING means assistance with shopping to meet the consumer’s health care or nutritional needs. Limited to brief, occasional trips in the local area to shop for food, medical necessities, and household items required specifically for the health and maintenance of the consumer. Essential shopping includes assisting when the consumer can participate in shopping and doing the shopping when the consumer is unable to participate. Subordinate tasks are to be performed only when at least one task in the preceding section is authorized. Those tasks are to include:
  10. MEAL PREPARATION means assistance with preparing meals. Meal preparation includes (1) planning meals, including special diet, (2) assisting consumer when able to participate in meal preparation, (3) preparing meals for consumer when unable to participate in meal preparation, and cleaning up after meals. The consumer must need assistance with actual meal preparation.
  11. LAUNDRY means washing, drying, ironing, and mending clothes and linens used by the consumer or helping the consumer perform these tasks.
  12. HOUSEWORK means performing or helping the consumer perform those periodic tasks required to maintain the consumer in a safe and healthy environment. Activities performed include such things as cleaning the kitchen and bathroom, sweeping, vacuuming, mopping, cleaning the oven, defrosting the freezer and shoveling the snow. Washing inside windows and walls is allowed, but is limited to twice a year. Assistance with housework is limited to those areas of the home which are actually used by the consumer. This task is not a maid service and does not include yard care.
  13. WOOD SUPPLY means splitting, stacking, or carrying wood for the consumer and used as the sole source of fuel for heating and/or cooking. This task is limited to splitting, stacking or carrying wood the consumer has at own home. Using chain saw or falling trees in not allowable.
  14. SUPERVISION means being available to: (1) Help the consumer with personal care tasks that cannot be scheduled (toileting, ambulating, transfer, positioning, some medication assistance;) and/or (2) Provide protective supervision to a consumer who cannot be left alone because of confusion, forgetfulness or lack of judgment.

 

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Must complete Advanced Personal Care Aide II Training.
  • Ability to work under stressful conditions.
  • Willingness and ability to be on-call for emergencies, including evening and weekends as a substitute.
  • Adequate physical health to meet the needs of the consumer, (i.e., appropriate for age and any special need of the consumer).
  • Knowledge of how and when to use a telephone; and how to seek help from others (e.g., doctor, nurse, case manager, consumer’s representative or appropriate others).
  • Willingness to participate in a training program when required.
  • Knowledge and ability to perform personal care tasks gained from experience or training; or the capacity to learn how to perform such tasks.
  • Knowledge of acceptable standards of performance, dependable, report punctually, maintain flexibility, and to demonstrate kindliness and caring to the consumer.
  • Sufficient communication skill to convey and understand information required to implement written plans of care and/or verbal instructions. Must be able to read, speak, write and understand English well enough to communicate effectively.
  • Ability to observe the consumer for a change in health status such as weakness, confusion, loss of appetite, etc.
  • Ability to respond to emergencies without direct supervision in accordance with agency policies.
  • Acceptance of consumers’ individual differences and preferences when performing routine tasks.
  • Ability to work independently.
  • Ability to establish and maintain effective/ cooperative-working relationships with other (peers,
  • clientele/public)
  • Willingness to provide references.

MINIMUM REQUIREMENTS: 

  • High School Diploma or equivalent;
  • Over the age of 18.
  • Will be required to obtain first-aid / CPR and food handler’s card;
  • Must successfully clear criminal history / background check at time of interview and maintain such for duration of employment with the program;
  • Must possess a valid Washington State driver license and good driving record for Tribal insurance purposes;
  • Ability to lift up to 50 pounds
  • Have previous experience working with Native American clientele and understand cultural needs;
  • Ability to maintain confidentiality and stay calm during emergency or danger;

SUMMARY:  The purpose of the Emergency Hire Applicant Pool is to give job seekers the opportunity for immediate hire in an available job within the Spokane Tribe’s various departments.

DEFINITION:  An Emergency Hire (E-hire) is a temporary STOI employee who will fill a vacant position within a tribal department for up to 60 days. The positions, locations, hours, and rate of pay will vary, depending on the department and its operations.

REASON:  There are instances when a job vacancy needs to be filled as quickly as possible, so the department in need will request an “Emergency Hire”. By applying here, all applicants’ submissions will be available to the Hiring Managers to review when an Emergency Hire position becomes available.

PROCESS:  If you are selected as an Emergency Hire, and you agree to the position duties, hours, and rate of pay, you will be subject to a required pre-employment screening that includes drug-test and criminal background screening.
